The Sultan's Mosque is identical to the Imperial Cathedral in terms of how it works and is built, although of course the mosque applies to orientals, and the cathedral to occidentals. It is also the only monument that does not require noblemen for completion (Envoys and Patricians are enough to finish the building).
The Sultan himself will start giving you quests once it is completed. Also, Al Zahir will offer some very nice crewmen and other Items when it's done, but these can cost up to 1000 Honor.
A construction plan item for the foundation does exist but how useful it is depends on what version of the game is being played.
- In Anno 1404 (Dawn of Discovery) plan items permanently require a socket while their resulting building exists. As the only advantage gained by them is the saved placement resources, the socket can always be put to a better use. Selling them yields valour which is always useful.
- In Anno 1404 Venice plan items were changed to be consumed upon use. This means that they save you the placement cost of buildings. Using them can save you considerable resources, especially with expensive placements like foundations.
Do read the tooltip of the construction plan carefully as it will warn you if the item will block a socket.
Envoy houses hold 25 people, so you will need 210 full Envoy houses to reach the 5,240 Envoy level needed for the final step of the mosque. Since Envoys are 70% of your oriental population (with all needs met), this means you will need 300 houses (Nomads and Envoys) on the island in question to finalize a Sultan's Mosque. Check your Bazaars' count of Houses to see if you're on track.
A warehouse must be within the construction site's area of influence inorder for it to fetch the required building materials to use.

- *Parentheses by materials show how many factories are needed to supply this amount over the time period of the phase, for the curious. For example: A Lumberjack outputs 1.5 tons of wood/minute. To supply 180 tons in 27 minutes would need 4.44 Lumberjacks (1.5 tons/minute times 4.44 times 27 minutes equals 180 tons). - It should be noted that the Sultan's Mosque resembles the Sultan Ahmed Mosque in Istanbul, Turkey. So, it is assumed that the Orient in this game is situated at the Ottoman empire. There are several Ottoman references such as the Grand Vizier and Roasting houses (equivalent to Turkish coffee houses. The first coffee houses in the world is established in Turkey).
