Introduction[]
Every AI player (or NPC) has two Diplomacy achievements you can obtain by completing certain specific quests for that NPC. Likewise, every neutral power, the Emperor, the Sultan, and Giacomo Garibaldi has one Diplomacy achievement you can obtain from completing certain specific quests.
All these specific quests have hidden preconditions you must fulfill in order to receive the quest. Unfortunately, the game never tells you what these requirements are, so it’s possible to play for countless hours and only be given one or two of these specific quests.
Therefore, this page fully details every precondition you must satisfy to get each achievement linked quest. Please carefully read each explanation since some requirements are very non-intuitive.
How quest are given[]
First, you must at least form an alliance with an AI player to get quests. You will never get quests from an AI player that you aren’t allied with. Neutral powers simply require a road connection in order to start offering quests. The Emperor and Sultan only require they arrive by building an Imperial cathedral or Sultan’s mosque, respectively.
After forming an alliance, establishing a road connection, or building said monuments, every NPC has a timer for how often they give you quests. This generally ranges from 30 to 60 in-game minutes, so fast-forwarding will help. When the time does come, the NPC will randomly pick a quest or possibly not pick any quest at all. Realize that even if they do pick one of these specific achievement-linked quests, if you don’t meet the preconditions (as discussed below), the quest will not be given to you.
- Note: It is possible to save just before receiving a quest and then keep reloading in order to get a quest you want.
Technical details[]
All preconditions, quest timers, and quest stages are stored in text files packaged in .rda asset archives. Using RDA Explorer, these files can be opened and viewed to verify quest information.
The gamedir\maindata\patch1.rda:'data\loca\[usa]\txt\cpp.txt' file contains all the quest names and ID (GUID) numbers. The GUID numbers are referred to in the gamedir\addon\patch0.rda:'addondata\config\questconfig\quests.xml' file, which contains the preconditions.
For the Venice addon, the quest names and ID (GUID) numbers are stored in the gamedir\addon\patch0.rda:'data\loca\[usa]\txt\addon\addontexte.txt' file. The preconditions are listed in the gamedir\addon\patch0.rda:'addondata\config\balancing\addon_01_quests.xml' file.
For the various building requirements, the gamedir\maindata\patch1.rda:'data\loca\[usa]\txt\guids.txt' file contains the list of every building type and its associated GUID, which is what the precondition will list.
The gamedir\addon\patch0.rda:'addondata\config\ai\aiprofiles.xml' file and gamedir\addon\patch0.rda:'addondata\config\balancing\addon_01_aiprofiles.xml' contains information about quest timers and delays.
Explanation of preconditions[]
Every quest requires you be at a certain civilization level. Most quests just require reaching Noblemen, but some require lower civilization levels. Despite former descriptions, at least in the german version of the game, you dont need to do lower civilization quest at first. You CAN tear down every Noblemen houses, or let them evolve back, and you get back the lower quests; especially wanted for Economic Espionage, which needs a Noblemen building as a Patrizian.
Most quest chains, which are comprised of each individual quest, usually have the exact same requirements for each quest (for example Quest I, Quest II, Quest III). However, a few have different requirements for the later quest stages, but the game ignores these preconditions since follow-up quests will always start after completing the prior linked quest.
The strange numbers in parantheses after each quest name are the GUID numbers assigned to each quest. These are provided only for players who wish to look up the quests themselves in the 'quests.xml' and 'addon_01_quests.xml' files.

Conclusion[]
There are certain patterns regarding preconditions. For instance, many quests require 2-4 Warships. Many quests require certain buildings be built. Most of these buildings you should have built anyway as you progress. Also be very careful about going from Citizen to Patrician to Nobleman in your game. Check all the quests you want to get to make sure you won't permanently ruin your chances of getting one.
